Obama devotes UN address to Middle East peace

Obama devoted the bulk of his address to the UN General Assembly Thursday to the Middle East peace process.

“Last year, I pledged my best efforts to support the goal of two states, Israel and Palestine, living side by side in peace and security, as part of a comprehensive peace between Israel and all of its neighbors,” Obama told delegates.

“This month, I am pleased that we have pursued direct negotiations between Israelis and Palestinians in Washington, Sharm el-Sheikh and Jerusalem.”

Acknowledging deep skepticism about the prospects for success at resolving the 60 year old Israeli-Arab conflict and “exceedingly difficult” challenges along the way, Obama said he refuses to resign himself to the belief that the conflict is too intractable to solve.

“I hear those voices of skepticism, but I ask you to consider the alternative,” Obama said. If no peace agreement is reached, he continued, “the hard realities of demography will take hold. More blood will be shed. This Holy Land will remain a symbol of our differences, instead of our common humanity.”

“I refuse to accept that future,” he continued. “And we all have a choice to make. Each of us must choose the path of peace. …We can say that this time will be different – that this time we will not let terror, or turbulence, or posturing, or petty politics stand in the way.”

“If we do, when we come back here next year, we can have an agreement that will lead to a new member of the United Nations – an independent, sovereign state of Palestine, living in peace with Israel,” Obama said to applause.

Obama praised comments made by both Israeli Prime Minister Benjamin Netanyahu and Palestinian Authority President Mahmoud Abbas at the Washington relaunch of Israeli-Palestinian face to face talks earlier this month.

And praising a ten-month partial West Bank settlement moratorium due to expire next week, Obama said it is the U.S. position that the freeze should be extended.

“Israel’s settlement moratorium has made a difference on the ground, and improved the atmosphere for talks,” he said. “We believe that the moratorium should be extended. We also believe that talks should press on until completed.”

“Now is the time for the parties to help each other overcome this obstacle,” Obama urged. “Now is the time to build the trust – and provide the time – for substantial progress to be made. Now is the time for this opportunity to be seized, so that it doesn’t slip away.”

Obama also called on the rest of the world to support Middle East peace efforts, telling Arab countries they should offer normalization of relations with Israel and come through with pledges of financial support to advance the creation of a Palestinian state.

“Those who have signed on to the Arab Peace Initiative should seize this opportunity to make it real by taking tangible steps toward the normalization that it promises Israel,” Obama said.

Obama’s heavy emphasis on the Middle East peace process in his U.N address reveals “his determination to do this and to persuade others of how much importance he attaches to it; but also that as [his] domestic travails increase looking toward the midterms, he, like many of his predecessors, look to foreign policy as the area where he’ll have more latitude,” former U.S. Middle East peace negotiator Aaron David Miller said.
Obama “sees this as his signature issue,” Miller added.
